Modernization of Higher Education in Central Asia through New Technologies” (HiedTec)


1. General information

In 2018, the Kyrgyz State Technical University won a joint international project under the Erasmus + program (Action KA2, capacity building) on ​​the theme “Modernization of Higher Education in Central Asia through New Technologies” (HiedTec). The consortium includes universities from countries such as Bulgaria, Italy, the Netherlands, Portugal, Luxembourg, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan. The project is designed for 3 years with a budget of 988 773 00 euros. The budget for KSTU is 41 776 00 euros.

The grant holder is the Ruse University named after Angel Kanchev (Ruse, Bulgaria).

2. Project objectives

The main objectives of the project are:

• adaptation of the education system in the partner countries to the digital generation by introducing and effectively applying innovative educational technologies and didactic models based on ICT in the educational process;

• Strengthening the international dimension of education and training by strengthening links between EU universities and partner countries, sharing experience and best practices in the field of digital pedagogy and innovative educational technologies (IOT).

The specific objectives of the project are:

• Development of a sustainable academic network for the exchange of experience and good practice in the field of IOT and didactic models by August 2019. Initially, the network will consist of universities of partner countries involved in the project, but it will be open to the participation of other universities in partner countries at a late stage. It will continue to function after the formal completion of the project, which will contribute to improving the effectiveness and sustainability of the project.

• Development of Concepts for adapting the education system to the digital generation by December 2019, taking into account the specific conditions of each of the partner countries. The purpose of the Concepts is to adapt the education system to the digital generation, introducing and effectively implementing IOT and didactic models in the educational process, thus providing the opportunity for ALL to study at ANY time and in ANY place using ANY lecturer using ANY end device - computer, laptop, tablet, smartphone, etc.

• Creation of IOT centers, active learning classes, virtual classes in all universities of partner countries by November 2019. A prerequisite for the development of centers is the requirement of the EU to make education accessible with the help of new technologies. The development of digital technologies in the provision of high-quality education that meets the needs of digital students in universities of partner countries requires the opening of an appropriate educational environment for this purpose, the introduction and testing of new educational technologies and the training of teaching staff in order to effectively use them in systematic education.ъ

• Organization of courses for trainers and educators on the acquisition of digital skills and innovative teaching and learning methods by September 2020.

• Development of open educational resources and a cloud virtual library of digital educational resources by August 2021.

• Raising awareness of the need to adapt the education system to the digital generation in universities of partner countries and in society as a whole. All distribution activities will be aimed at achieving this goal. Particular attention will be paid to the successful dissemination of information at the national level (within the partner country) in order to reach a wide range of audiences and ensure that the impact of the project extends beyond the institutions directly involved in it.

To achieve these goals, the project will help transform partner universities into innovative universities and improve the quality of trained specialists needed to carry out the digital transformation of industries (Industry 4.0).

3. The main results and products of the project

KEY PROJECT RESULTS AND PRODUCTS:

• Creating a sustainable academic network for the exchange of experience and best practices in the field of innovative educational technologies and didactic models;

• Development of 5 Concepts for adapting the education system to the digital generation, one Concept for a partner country;

• Creation of 15 Centers of innovative educational technologies - 1 Center for each computer university;

• Creation of 45 classes of active learning - 3 classes for each computer university;

• Creation of virtual classes - 1 class at each university of the partner country;

• Development and publication of a guide to innovative educational technologies;

• Opening courses for trainers in acquiring digital skills and teaching methods;

• Opening courses for teachers on the acquisition of digital skills and teaching methods;

• Creation and implementation of 75 e-learning courses - 5 courses in each university of the partner country;

• Conducting 75 lectures - presentations in Power Point format, suitable for conducting using an interactive electronic board - 5 lectures of presentations at each computer university;

• Creating a cloud-based virtual library of digital educational resources.

4. Impact

IMPACT:

Project products will be useful for all interested parties in education:

- national and university education policies;

- University scientists who are teachers / lecturers / students;

- to scientific, economic and social partners.
